NOV 18 - UPDATE from MOUNTAINEER GAS

West Side Restoration Progress Update

Mountaineer Gas Company (MGC) customers on the West Side of Charleston are without gas service due to a high-pressure water main break that infiltrated the gas distribution system in that area on November 10, 2023.

MGC continues to purge water out of its 46 miles of natural gas service lines on the West Side and restoring customers’ services.

As of 4:00 p.m., November 18, 2023:

MGC is providing the below information to indicate that progress is being made during the outage process and should be considered as estimates as we are restoring customers through the outage.

  • Approximately 550 customers have gas services restored.
  • Approximately 225 customers are ready for inspection and reconnecting.
  • Additional crews have been brought in, totaling 51 crews from around the state.
    • 34 construction crews and 17 customer service crews for inspection and reconnecting services, as well as multiple local contractors.
  • Restoration efforts will continue through the weekend.
  • Anticipated majority system restoration is estimated at five (5) to six (6) days.

MGC Customer Restored Service Information:

  • Customers should not attempt to restore gas services on their own.
  • Customers should not attempt to use appliances until an MGC employee or contractor has inspected them.
  • Customers should not buy or order any appliances or parts. Wait until MGC or the plumbing companies working with MGC have evaluated any damages.
  • Customers having appliances or parts damaged due to the outage will have these repaired or replaced at no cost.
  • Customers will see credits on their future bills. Some billing cycles have already been processed, so these credits will not be reflected on current bills.
  • If customers smell natural gas, move to a safe space, and call 1-800-834-2070 and 911.

As restoration continues, some customers may see restoration sooner than other customers, due to the proximity to the location of where the water line leak originated, or issues that may be found inside some homes and businesses.

Customers need to be aware that someone must be available for MGC to restore natural gas service. If the customer is unavailable, a door hanger will be left for them with contact information and instructions on how to reach MGC to restore the customer’s service.

Due to each customer having different needs for restoration, this will be a slow process to ensure the safety of the community.

Mountaineer Gas Company will continue to support any other needs that may arise in the community throughout this outage.

Mountaineer Gas Company’s main objective is to restore natural gas services to the West Side of Charleston in a safe and efficient manner.

West Side Restoration Progress Update

Mountaineer Gas Company (MGC) customers on the West Side of Charleston are without gas service due to a high-pressure water main break that infiltrated the gas distribution system in that area on November 10, 2023. MGC continues to purge water out of its 46 miles of natural gas service lines on the West Side and restoring customers’ services.

As of 4:00 p.m., November 17, 2023:

  • Approximately 434 customers have gas services restored.
  • Approximately 83 customers are ready for inspection and reconnecting.
  • Additional crews have been brought in, totaling 34 crews from around the state working on restoration, as well as multiple local contractors.
  • Restoration efforts will continue into the weekend.
  • Anticipated majority system restoration is six (6) days.

MGC Customer Restored Service Information:

  • Customers should not attempt to restore gas services on their own.
  • Customers should not attempt to use appliances until an MGC employee or contractor has inspected them.
  • Customers should not buy or order any appliances or parts. Wait until MGC or the plumbing companies working with MGC have evaluated any damages.
  • Customers having appliances or parts damaged due to the outage will have these repaired or replaced at no cost.
  • Customers will see credits on their future bills. Some billing cycles have already been processed, so these credits will not be reflected on current bills.

NOV 17 @ 2P - NOTIFICATION from WVAW

Approximately 97 customers along Glenwood Avenue, Grant Street, Lovell Avenue and Park Street are under a precautionary boil water advisory. Customers have been notified via phone call, text message and/or email, and the alert is posted on our website. Service has been restored to all customers, but the precautionary boil water advisory will remain in place for a minimum of 24 hours. Due to the gas outage, West Virginia American Water will be delivering cases of bottled water door-to-door to these customers. Additionally, customers will receive a flyer with each case of water, directing them to contact the United Way if they need additional water. We will be supplying that water to the United Way for distribution if needed.

(Charleston, W. Va.) – Mayor Amy Shuler Goodwin received updates this morning as part of a continued proactive effort to ensure continued coordination, collaboration and communication between entities.

“As I have done for the past week, I spent yesterday evening troubleshooting with CW Sigman, Kanawha County and Assistant Chief Chad Jones about how we maneuver forward in light of the announcement of the State of Emergency and what that means. In addition, we are working in collaboration with Lt. Col. Justice on resources and our boots on the ground needs,” said Mayor Amy Shuler Goodwin. “We heard from Mountaineer Gas Company (MGC) this morning.  As of this morning 260 customers have had service restored – including Mary C Snow Elementary School and the Schoenbaum Family Enrichment Center. In addition, there are nearly 60 additional customers who have gas to their homes but who the gas company has engaged a plumber to connect their appliances.  MGC has 31 crews on the ground – which includes nearly 200 boots on the ground – including additional safety personnel and contractors – to assist with restoration efforts.  MGC has contracted with 5 local plumbers to restore service to houses.

“Thank you to American Red Cross and the Charleston Fire Department for their work in the West Side Community yesterday. Together, they served 72 people, installed 62 alarms, made 31 homes safer, and provided helpful safety reminders to our community members.  We are truly grateful for everyone’s work in our West Side community. This morning MGC shared with us they are working to get service restored to an additional 250 customers today – barring no unforeseen challenges,” said Charleston Council Member Larry Moore.  “The gas company noted this is not a normal restoration for gas service due to water penetrating house lines which means what may work to restore service to my house may not work for yours. Regardless of the challenges, MGC has committed to working with each customer to ensure service is restored safely.”

“The United Way and 211 teams have fielded just over 600 calls, distributed approximately 400 heaters and safety information for proper use, connected folks needing smoke detectors to American Red Cross and the Charleston Fire Department, and have delivered meals and supplies to folks who are unable to get out,” said Margaret O’Neal, United Way of Central West Virginia. “We will continue to field requests for assistance and provide help in our West Side community.  If you or someone needs assistance, please call us at 304.340.3500 between 8 a.m. and 4 p.m.”

NOV 15 @ 4:50P - PRESS RELEASE from GOVERNOR JIM JUSTICE

Gov. Jim Justice today declared a State of Emergency in Kanawha County due to a gas outage on Charleston’s West Side and has activated the West Virginia National Guard to assist with necessary resources.

"In light of the prolonged duration of this major gas outage on Charleston's West Side, which has left over a thousand families without heat, hot water, or stoves, I am declaring a State of Emergency and activating the resources of the West Virginia National Guard," Gov. Justice said.

“I have spoken with the Vice President of Mountaineer Gas, and we're closely following their progress in restoring service to families. From what I understand, it is no easy task, but they expressed they are diligently working to get gas turned back on as fast as possible. I have offered any state resources they may need to assist them. 

“The other big problem is making sure people are fed hot meals, especially through the Thanksgiving holiday next week. We have both Kanawha Valley Senior Center and Lincoln County Senior Center pitching in to provide hundreds of meals. We are also working with West Virginia Health Right and A More Excellent Way Life Center Church on the West Side to take care of families. If this outage continues through Thanksgiving, we will make sure families are fed. 

“We’re also working with Kanawha County Schools to ensure we have a plan to make sure all our kids are fed. More details will be coming about this operation soon. 

“Additionally, I have directed the West Virginia National Guard to be ready to help in any way they can during this time, if necessary.

"I've been advised this issue originated from a burst in a water pipe that flooded the gas lines. In response, I've directed the Public Service Commission to initiate a full investigation into the cause of this outage and hold the responsible parties accountable. This will not get swept under the rug and disappear without answers.

"To the resilient residents of the West Side: We are here with you during this challenging time. We are pulling the rope together and will get through this together."

As part of this State of Emergency declaration, the Governor has directed the West Virginia Emergency Management Division to implement the West Virginia Emergency Operations Plan as necessary, mobilize appropriate personnel and resources to respond to the emergency, and facilitate the provision of essential emergency services.

The State of Emergency will remain in effect for 30 days unless terminated by subsequent Proclamation.

As of 4 p.m., November 15, 2023, approximately 250 customers have gas service restored safely. Approximately 40 additional customers who have gas to their homes and businesses can be restored once MGC or its contractors have inspected and reconnected their appliances. At this time, anticipated restoration for a majority of customers is seven (7) days.

NOV 14 @ 4:30P - PRESS RELEASE from MOUNTAINEER GAS

As of 4 p.m., November 13, 2023, Mountaineer Gas Company (MGC) has approximately 1,100 customers without gas service due to a high-pressure water main break that infiltrated the gas distribution system on the West Side of Charleston. MGC has crews from across the state, along with contractors, working around the clock to purge its natural gas lines of all water. The timeframe right now for full restoration is estimated to be 7 to 10 days.

When natural gas service is restored, MGC will need to enter all affected houses and businesses to turn on natural gas service and re-light appliances. Under no circumstances should customers attempt to turn on their natural gas service. Customers need to be aware that someone must be home for MGC to restore natural gas services to their homes. If the customer is unable to be home, a door hanger will be left for them with contact information and instructions on how to reach MGC to restore the customer’s service.

The process of restoring service to customers is time-consuming, as we want to make sure it is done safely and as efficiently as possible.

MGC employees who will be coming around door-to-door will be in uniform, have ID and be in a marked Mountaineer Gas vehicle.

CHARLESTON, WVA, November 14, 2023 — The American Red Cross Central Appalachia Region is partnering with the City of Charleston and the Charleston Fire Department to install FREE smoke alarms in homes impacted by the natural gas outage on the Charleston’s West Side. With many households looking for alternate ways to heat homes there may be an increase in the risk of home fires. To request a free smoke alarm installation, please call 1-844-216-8286 and select option 2 or visit bit.ly/FreeSmokeAlarms.

The American Red Cross Sound the Alarm initiative strives to prepare and protect our community from home fires, the most common disaster. Home fires claim seven lives every day, claiming more lives in a typical year than all natural disasters combined but having working smoke alarms can cut the risk of death by half. Heating fires are the second leading cause of home fires. Fixed and portable space heaters, including wood stoves, are involved in 74 percent of fire-related deaths. Since 2014, our local Red Cross has installed over 50,000 free smoke alarms making nearly 20,000 homes safer and saving 117 lives and counting because when it mattered most, the smoke alarms sounded and people’s lives were saved.

West Virginia 211 is available 24 hours a day, seven days a week. Residents may dial 2-1-1, text their zip code to 898-211, or visit wv211.org to chat with a specialist.

Programs administered by DHHR’s Bureau for Family Assistance, such as the Low Income Home Energy Assistance Program (LIHEAP) and the Emergency Assistance program, provide financial assistance in cases where the client's utilities are cut off due to an inability to pay or in cases where the home is destroyed. West Virginia residents who are without financial or other means to meet their needs are encouraged to visit their county DHHR office to be evaluated for Emergency Assistance. NOV13, 2023 @ 4:45P - PRESS RELEASE from MOUNTAINEER GAS

As of 4 p.m., November 13, 2023, Mountaineer Gas Company (MGC) has approximately 1,100 customers without gas service due to a high-pressure water main break that infiltrated the gas distribution system on the West Side of Charleston. MGC has crews from across the state, along with contractors, working around the clock to purge its natural gas lines of all water. The timeframe right now for full restoration is estimated to be 7 to 10 days.

When natural gas service is restored, MGC will need to enter all affected houses and businesses to turn on natural gas service and re-light appliances. Under no circumstances should customers attempt to turn on their natural gas service. Customers need to be aware that someone must be home for MGC to restore natural gas services to their homes. If the customer is unable to be home, a door hanger will be left for them with contact information and instructions on how to reach MGC to restore the customer’s service.

The process of restoring service to customers is time-consuming, as we want to make sure it is done safely and as efficiently as possible.

MGC employees who will be coming around door-to-door will be in uniform, have ID and be in a marked Mountaineer Gas vehicle.

During this outage, MGC urges customers:

  • Do not attempt to restore natural gas services on their own.
  • If the customer smells natural gas, move to a safe place, and please call 1-800-834-2070 and 911.
  • Use caution when using supplemental space heaters.

MGC’s goal is to provide safe and reliable natural gas services to the community.

Mountaineer Gas Company will continue to provide updates on the progress of the restoration efforts.

This is a message from Kanawha County Schools. Due to ongoing water and gas issues, Mary C. Snow West Side Elementary will be closed on Tuesday, November 14, Wednesday, November 15, Thursday, November 16, and Friday, November 17. Students should log into Schoology each day for assignments. Teachers and staff will be available at the school daily from 10:30 a.m. to noon for in-person assistance. Additionally, teachers will hold daily Schoology office hours from 12:30 p.m. to 1:30 p.m. for online help.

There will be lunches available for parent pickup each day at the school between 10:30 a.m. and noon.

We will continue to monitor this situation and send out any necessary updates as they become available. Thank you.

West Virginia American Water learned about a water leak on Charleston’s Westside in the afternoon of Friday, November 10. The leak was confirmed and the crew safely finalized the repair within 11 hours early in the morning on Saturday, November 11. The precautionary boil water advisory was lifted on Sunday, November 12 at 10:30 a.m. Throughout this process, West Virginia American Water has been in regular contact with the City of Charleston.

  • Families with students at Mary C. Snow Elementary can pick up lunches between 10:30A - noon at the school.
