CLRA to Host Developer Roundtable on October 28
(Charleston, W. Va.) – The Charleston Land Reuse Agency (CLRA) will host a Developer Roundtable on Tuesday, October 28, 2025, from 3:30 to 5 p.m. at the City Service Center (915 Quarrier Street) to share updates on its ongoing work to return vacant, abandoned, and dilapidated properties to productive use and support redevelopment across Charleston. The roundtable will also feature an informational session with the West Virginia Division of Economic Development on the BUILD WV tax incentive program.
The CLRA will present results of the first phase of their New Construction Incentive Program and preview and seek input on draft rules for a second-round opportunity. Presentations will be followed by an opportunity for developers and real estate professionals to speak directly with CLRA board members and staff. Refreshments will be provided.
“Residents and experts alike tell us that housing is a critical need,” said John Butterworth, Senior Planner for the CLRA. “New-build or fully renovated housing that’s attainable for working families supports our mission in three key ways: it helps revitalize neighborhoods by addressing vacant lots and dilapidated structures, puts tax-delinquent properties back on the books, and expands housing options for Charleston residents.”
The CLRA piloted the New Construction Incentive Program in early 2024 to stimulate new construction of single-family homes in Charleston. The program has helped developers build two dozen new houses across the city. The second phase of the program is in draft form and will be released in late 2025 for the 2026 construction season.
Mayor Amy Shuler Goodwin spearheaded the creation of the Charleston Land Reuse Agency in 2019 as part of a comprehensive effort to address abandoned and dilapidated properties. The CLRA develops policies and programs to get tax-delinquent and vacant properties back on the tax rolls and contributing to the health of Charleston neighborhoods.
