MAYOR AMY SHULER GOODWIN APPOINTED PRESIDENT OF THE WEST VIRGINIA MUNICIPAL LEAGUE EXECUTIVE BOARD
(Charleston, W. Va.) – Mayor Amy Shuler Goodwin has been appointed President of the West Virginia Municipal League (WVML) Executive Board, a one-year term selected by her peers from across the state in recognition of her leadership, innovation, and commitment to strengthening communities. In this role, she will help guide the League’s efforts to support municipal governments through advocacy, education, and collaboration.
“Municipalities—large and small—are on the frontlines of service, innovation, and responding to local needs,” said Mayor Amy Shuler Goodwin. “The West Virginia Municipal League plays a critical role in making sure every community has access to the tools, resources, and support they need to serve their residents effectively. I look forward to working with local leaders across the state to share ideas, identify proactive solutions to challenges, and strengthen our cities, towns and villages.”
Since taking office, Mayor Goodwin has led transformative initiatives in Charleston—securing nearly $60 million in federal funding, including support for the Capital Connector to expand riverfront access. She spearheaded the Coordinated Addiction Response Effort (CARE) to address substance use disorder, mental health, and homelessness; led the creation of the Charleston Land Reuse Agency; and oversaw a strategy that has removed more than 700 blighted properties. She also championed $20 million in park revitalization and development, grew the city’s largest rainy-day fund, and brought back the Charleston Sternwheel Regatta—generating nearly $39 million in economic impact in 2024.
Under her leadership, the City of Charleston has been widely recognized for innovation and collaboration. The city received a 2024 WVML All-Star Community Award for the creation of its first land reuse agency, a 2023 WVML All-Star Community Award recognizing the CARE Office, and the 2022 WVML Vision of Tomorrow Award for the transformation of Slack Plaza into “City Center.”
Mayor Goodwin was honored with the 2021 Lydia Main Breaking Boundaries Award from WVML, and she continues to champion inclusive leadership and municipal excellence statewide. She is also the first woman elected Mayor of Charleston and currently serves as 2nd Vice President of the Women in Municipal Government Board of Directors, one of six constituency groups of the National League of Cities. Her previous WVML leadership includes terms as both Treasurer and Vice President of the Executive Board.

As Executive Board President, Mayor Goodwin will help shape WVML’s legislative agenda, support innovation among municipalities, and advocate for the tools and resources cities and towns need to thrive.
The West Virginia Municipal League represents nearly every municipality in the state and serves as a unified voice for local governments through legislative advocacy, training, technical assistance, and leadership development.
